this is called tilt/shift photography. each camera lens has two lenses in it- the front and back lens. when the front lens is tilted ta a different angle than the back lens, you get a very curious effect in your depth of field.
it can be done in 1 of 3 three ways:
1) you buy a tilt/shift lens. these are expensive, but do the job very effectively. the front lens can be tilted or shifted away from the back lens, and the effect can be achieved.
2) use a graphic camera or bellows camera. this allows you to move the front lens independant of the rear lens.
3) there is a way to do this in photoshop. i don't know it, but try google.
photographers like olivo barbieri and david burnett have really mad great strides in this area of photography. good luck with everything.
